To find the cheapest rooms in Saigon (that are still nice) go to Pham Ngu Lao, or the Backpacker District as it's commonly called. Lots of cheap hotels and no need to book in advance. Just walk from one hotel to the next and ask for the best rate. Be sure to look at the room before renting. The hotels are close to lots of good restaurants and bars. It's a fun neighborhood.

But I'd recommend you start off by testing / trying Squarespace, Wix and Weebly, as each of them have their own pros and cons. So give them a try and see which one best suit your needs. They're free to sign up for and so you might want to invest a bit of time to explore them.
